Executive Order No. 66, s. 2012 (PRESCRIBING RULES ON THE CANCELLATION OR SUSPENSION OF CLASSES AND WORK IN GOVERNMENT OFFICES DUE TO TYPHOONS, FLOODING, OTHER WEATHER DISTURBANCES, AND CALAMITIES)

WHEREAS, it is a declared policy of the State to uphold the people’s constitutional rights to life, health, safety and property and to promote the general welfare of its people at all times, especially during disasters and calamities;
WHEREAS, it is likewise the declared policy of the State to institutionalize the policies, structures, coordination mechanism and programs on disaster risk reduction from national down to local levels; recognize the local risk patterns across the country and strengthen the capacity of Local Government Units (LGUs) for disaster risk reduction and management through decentralized powers, responsibilities, and resources at the regional and local levels;
WHEREAS, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) is the agency of the government mandated to observe and report the weather of the Philippines and specified adjacent areas, and to issue forecasts and warnings of weather and flood condition affecting national safety, welfare and economy;
WHEREAS, the National Disaster Risk Reduction and Management Council (NDRRMC) is a government entity mandated to establish a national early warning and emergency alert system to provide accurate and timely advice to national or local emergency response organizations and to the general public through diverse mass media; and recommend to the President the declaration of a state of calamity in areas extensively damaged; and
WHEREAS, there is a need to streamline the procedure in the suspension of classes and work in government offices in times of typhoons, floods and other disasters or calamities to spare the pupils, students, government workers and the general public from unnecessary dangers to their lives and limbs.
NOW, THEREFORE, I BENIGNO S. AQUINO III, President of the Philippines, by virtue of the powers vested in me by law, do hereby order;
Section 1. Automatic Cancellation or Suspension of Classes and Work in Government Offices, The following guidelines shall be followed for the automatic cancellation or suspension of classes in all public and private elementary, secondary and tertiary schools, as well as work in all government offices:
a. When Signal No. 1 is raised by PAGASA, classes at the pre-school level, in the affected area, shall be automatically cancelled or suspended.
b. When Signal No. 2 is raised by PAGASA, classes at the pre-school, elementary and secondary levels, in the affected area, shall be automatically cancelled or suspended,
c. When Signal No. 3 or higher is raised by PAGASA, classes at pre-school, elementary, secondary, and tertiary levels, in the affected area, including graduate school, as well as work in all government offices, shall be automatically cancelled or suspended.
The PAGASA shall issue weather forecasts through various media outlets (radio and television), and the NDRRMC, not later than 10:00 PM of the previous day and 4:30 AM of the day of the intended cancellation of classes and work. In cases where there are classes and work in the morning and suspension of classes and work is only effective in the afternoon, PAGASA should issue the forecast not later than 11:00 AM of the said day.
Section 2. Localized Cancellation or Suspension of Classes and Work in Government Offices. In the absence of typhoon signal warnings from PAGASA, localized cancellation or suspension of classes and work in government offices may be implemented by local chief executives, as chairmen of the Local Disaster Risk Reduction and Management Council (LDRRMC) concerned, in coordination with PAGASA and the NDRRMC, specifically in flood-prone or high risk areas.
Announcements will be made not later than 4:30 AM of the day of the intended cancellation of classes and work, or not later than 11:00 AM for suspension of work and classes in the afternoon session, through diverse mass media, particularly radio and television, landline communications and other technologies for communication within the community or locality.
Section 3. Cancellation or Suspension of Classes and Work in the Government During Other Calamities. Classes in all levels in both public and private schools as well as work in the government offices may be cancelled or suspended in areas affected by disasters or calamities other than typhoons, such as but not limited to floods, earthquakes, tsunami and conflagration, upon the declaration by the President of a State of Calamity based on the recommendation of the NDRRMC.
The concerned Local Disaster Risk Reduction and Management Office (LDRRMO) headed by the local chief executive shall be responsible for announcing the suspension of classes and work in the government offices in the affected areas in coordination with the NDRRMC, through all forms of mass media available under the circumstances.
Section 4. Maintenance of Work Force. In the event of cancellation or suspension of work in government offices due to any of the foregoing circumstances, the following government agencies, particularly those directly involved in disaster risk reduction and management, shall maintain the operations of their respective offices to ensure the continuity of the delivery of services to the public:
a. Office of the Executive Secretary
b. Department of National Defense
c. Department of the Interior and Local Government
d. Department of Social Welfare and Development
e. Department of Science and Technology
f. Department of Health
g. Department of Public Works and Highways
h. Department of Education
i. Other agencies whose operations the President or the NDRRMC may deem necessary.
The Heads of Offices of the foregoing agencies shall determine which of their respective divisions or units, particularly those related to disaster risk reduction and management, shall maintain its operations.
Section 5. Report to the President. The NDRRMC chaired by the Secretary of National Defense shall immediately inform the Office of the President, through the Executive Secretary, of the cancellation or suspension of classes and work in government offices in the affected areas.
Section 6. Concurrent Authority. The Office of the President, through the Executive Secretary, shall have concurrent authority with the NDRRMC to cancel or suspend classes and work in government offices in the affected areas.
Section 7. Repeal. All issuances, orders, rules and regulations or parts thereof, inconsistent with this Executive Order are hereby repealed, amended or modified accordingly.
Section 8. Effectivity. This Executive Order shall take effect immediately.

The game started with a loud police siren that released the Robbers (the guys) from theirholding area.  It looked more like a jail break than a robbery.  One hundred guys– among them the Boys Night Out, RX 93.1DJ Gino Quillamor, GMA Leading Man Rocco Nacino, and Victor Basa – were literally tripping over each other in a mad rush to get to the other side of the field where the girls were.

But before theRobbers could get to the Cops, they had to squeeze through20 beauty-queen-type girls (called “Wardens”) and 20 big bouncer-type guys (called “Marshalls”).  These beauties and beasts were tasked to keep the guys and the girls away from one another by arresting the guys and putting them back in jail.  The game of tag quickly turns into patinteroas the gorgeous Wardens tried to tackle guys who were literally leaping away to avoid getting caught. Meanwhile the burly Marshalls were lifting guys off their feet to deliver them back to their holding areas.  Utter chaos.

“I totally forgot that the bouncers could put us under arrest,” narrates The Morning Rush DJ Gino Quillamor.  “I was suddenly reminded when one of them lifted me up by the shoulders.”

As the Robbers got through to the other side, the Cops were released from their holding area and a different kind of chaos began.  Imagine playing as a Robber: You’d just be standing there letting the girls almost rip your shirt off for a glimpse of the code underneath.
Robber is traumatized.  There’s just too many girls in the game.

“First there would only be two or three of them,” recounts one of the guys.  “But then more would come.  And before you know it, six or eight pairs of hands are on you.  All you could do was look at their faces.  Everyone was having fun.”

In the end, two people – internet superstar Ashley Rivera (A.K.A. “Petra Mahalimuyak”) and journalist Eric Losloso– took home themillions.  But everyone went home with an experience they would never forget.

Future of Philippine Football Teen Azkals National Football Selection 2012

 The Mens National team has developed winning as part of their habit in the last three years with the 3rd place finish in the Asian Football Confederation Challenge Cup in Nepal as a manifestation of its success.

The combination of the good management of Dan Palami, efficient coaching of Michael Weiss, continuing advocacy and faith to thw whole group of team manager Alvin Caranza U17- U19 and the players they have scouted all over the world manifest the formula for us to move further and make football the game for Filipinos.

However , sustaining the success entails a lot of layers of responsibility , hard work , practice and task.

A. In the grassroots level, quality grassroots experts are needed in all the 33 provincial football association to ensure the football activities are continuous with combination's of training, mind setting, practice, competitions and festival for the kids.

At the same time, grassroots experts must trained by experts not only from our country but AFC and FIFA.

B. Coaches development must be sustained. Last year, the first batch of Filipino took the AFC A license level and resulted to 7 potential New A licensed coached in the country.

According to Atty Rolando Tulay General Secretary - PFF, Continuing education is needed for coaches as quality coaches produce quality players and quality players will give more honor in the Philippines.

C. Competitions from club level to age group competitions are needed, both for girls and boys and mens and womens.

This competitions will help us identify talents for future national youth teams.

And finally, the development of national youth teams in the country is important.

This key component is important and has been highlighted by PFF President, Mr, Mariano V. Araneta in his program.

For us to sustain the success, national youth teams must be develop further and exposed to competitions domestically and internationally. Partnerships with people who believes in the game is an important ingredient of the program, Elite coaches must be further develop by assessment and continuing education for new techniques.

National Team development in any country is always based on the strength of grassroots and national youth teams TM Alvin Caranza U17- U19 said. Supporting our age group teams will help us keep the momentum forward.

Transit of Venus


On 06 June 2012, a transit of Venus will be visible in the Philippines. The entire transit (all four contacts) is visible in Greenland, North and Central America, Pacific Is., Australasia, Asia (including the Philippines), E. Africa and most of Europe as shown in Figure 2.

The transit or passage of a planet across the face of the Sun is a relatively rare occurrence. As seen from Earth, only transits of Mercury and Venus are possible (an eclipse of the Sun occurs when the Moon passes directly in front of the Sun. Since the planets Mercury and Venus orbit inside the path of the Earth around the Sun, they too can come between the Earth and the Sun. However since these planets have a tiny apparent diameter as seen from Earth, the Transit is seen as a small black disk moving across the face of the Sun). On the average, there are 13 transits of Mercury in a century. In contrast, transits of Venus occur in pairs with more than a century separating each pair. Only Eight (8) such events have occurred since the invention of the telescope (1631, 1639, 1761, 1769, 1874, 1882, 2004 and the upcoming 6 June 2012). The 2004 and 2012 transits form a contemporary pair separated by 8 years. The next two transits of Venus will occur on 2117 and 2125.

The principal events occurring during a transit are characterized by contacts, similar to the contacts of an annular solar eclipse. The transit begins with contact I, the instant when the planet's disk is externally tangent with the Sun. Shortly after contact I, the planet can be seen as a small spot along the solar limb. The entire disk of the planet is first seen at contact II when the planet is internally tangent with the Sun. During the next several hours, the silhouetted planet slowly traverses the brilliant solar disk. At contact III, the planet reaches the opposite limb and once again is internally tangent with the Sun. Finally, the transit ends at contact IV when the planet's limb is externally tangent to the Sun. Contacts I and II define the phase called ingress, while contacts III and IV are known as egress. Position angles for Venus at each contact are measured counterclockwise from the north point on the Sun's disk. Related important information on the forthcoming Transit of Venus are given in the accompanying table and diagram.

Contacts

There are four named "contacts" during a transit — moments when the circumference of Venus touches the circumference of the Sun at a single point as shown in Figure 3.


a) First contact (external ingress): Venus is entirely outside the disk of the Sun, moving inward
b) Second contact (internal ingress): Venus is entirely inside the disk of the Sun, moving further inward
c) Third contact (internal egress): Venus is entirely inside the disk of the Sun, moving outward
d) Fourth contact (external egress): Venus is entirely outside the disk of the Sun, moving outward.
e) A fifth named point is that of greatest transit, when Venus is at the middle of its path across the solar disk and which marks the halfway point in the timing of the transit.

Observing the Transit

The safest way to observe a transit is to project the image of the Sun through a telescope, binoculars, or pinhole onto a screen, but the event can be viewed with the naked eye using filters specifically designed for this purpose, such as an astronomical solar filter with a vacuum-deposited layer of chromium, eclipse viewing glasses, or Grade 14 welder's glass. An earlier method of using exposed black-and-white film as a filter is no longer regarded as safe, as small imperfections or gaps in the film may permit damaging UV rays to pass through. Also, processed color film (unlike black-and-white film) does not contain silver, and is transparent to infra-red. This may result in burns to the retina. Observing the Sun directly without filters can cause a temporary or permanent loss of visual function, as it can damage or destroy retinal cells.

Philippine nights are at their shortest and daytimes are at their longest around the Summer solstice, which falls on June 21 at 7:09 A.M. (Philippine Standard Time). This is the time when the Sun attains its greatest declination of +23.5 degrees and passes directly overhead at noon for all observers at latitude 23.5 degrees North, which is known as the Tropic of Cancer. This event marks the start of the apparent southward movement of the Sun in the ecliptic.

Onset of Rainy Season and TD AMBO

The observed weather patterns during the past fews days signal the onset of South West (SW) monsoon season. The occurrence of an intermittent to continuous rains in Metro Manila and the western sections of Luzon and Visayas ( areas under Type 1 climate ) due to early morning and late afternoon and evening showers and thunderstorms and the prevailing SW wind flow, are weather patterns associated with SW Monsoon. The presence of the a Low Pressure Area (LPA) east of Visayas and it's likely strengthening into a tropical cyclone is expected to bring simultaneous rains over the western sections of the country and the most areas of Luzon and Visayas, reinforcing the monsoon trough and enhancing the SW monsoon as it moves towards the north. With these developments the onset of the rainy season in the country has been established. However, breaks in the rain events are commmonly experienced that last for several days to weeks due to the strengthening of the ridge of the North Pacific high pressure area.

Right After the onset of rainy season, the first tropical cyclone enter the Philippine Area of Responsibility (PAR) and named AMBO.
