The conference aims to:
Exchange ground-breaking research on climate change science, adaptation strategies, disaster risk reduction, planning and management, and vulnerability and impact assessment tools among stakeholders.
Gather information and that will identify the gaps and constraints of the emerging issues related to climate change and disaster risks.
Apply mitigation and adaptation strategies that may be replicated in other parts of the country, and
Promote partnerships and linkages among the different sectors for collaborative works.

Impacts and risks of climate change and the adaptive capacities on the following sector: (a) food security and agriculture, (b) Land use and land cover, (c) marine and coastal community, (d) education, (e) population, and (f) governance
Tools and systems used in analyzing climate change.

Workshop for Disseminating Results of Mini-Project on Hazard and Exposure Mapping on Volcano and Flood

PHIVOLCS, JAXA, GIC-AIT organize workshop on volcano and flood hazard and exposure mapping

The Philippine Institute of Volcanology and Seismology (PHIVOLCS) partnered with the Japan Aerospace Exploration Agency (JAXA) and the Geo-Informatics Center – Asian Institute of Technology (GIC- AIT) in organizing the “Workshop for Disseminating Results of Mini-Project on Hazard and Exposure Mapping on Volcano and Flood” held on Feb. 6, 2014 at the PHIVOLCS Auditorium, Quezon City.

To present the project’s initial output during the third phase, how the data can be used during disaster, and to discuss future activities was the objectives of the workshop.

The workshop, which is related to the JAXA Mini Project 3rd Phase “Developing In-Country Database for Preparing High-Value Added Products for Sentinel Asia,” featured the case studies on Taal Volcano and on Olongapo City for the flood part.

Kaku Kazuya of JAXA said in his opening message: “Disaster preparedness is very important, and we started this project to prepare and share various maps and data in the framework of Mini-Project. When disaster happens, our results will be utilized together with satellite observation data. Above all, the most valuable results of this project will be this community of all participants of this project which will work together for disaster response.“

The workshop included different presentations: Mini-Project Results 1 Hazard and Exposure Mapping in Taal, Batangas) and Presentation of Mini-Project Results 2 Flood Hazard and Exposure Mapping
in Olongapo City, Zambales), Presentation on: How to utilize the collected data and experienced gained from the JAXA Mini project 2013/2014 for emergency response.

This was followed by a group discussion on the Post Mini-Project Activities and Sustainability focusing on different topics: Collaborations in data collection, Data sharing, Preparation of value-added products at the time of a disaster, Emergency response activities using the value-added products, and Verification of value-added products.

Also, Chathura H. Wickramasinghe SYAMS NASHRRULLAH presented the “Data Sharing for Better Disaster Mitigation.”

The same project sponsored a three-day training on “Development of GIS-based Elements-at-Risk Database Using High Resolution Remote Sensing Data” last Oct. 2013.


Staff from Mines and Geosciences Bureau (MGB), National Mapping and Resource Information Authoritiy (NAMRIA), National Institute of Geological Sciences (NIGS)- Project NOAH, Department of Public Works and Highways (DPWH), Department of Interior and Local Government (DILG), Manila Observatory, National Power Corporation (NAPOCOR), PAGASA, and Office of Civil Defense (OCD) also participated in the workshop.

2014 Search for Outstanding Public Officials and Employees


Do you know someone you believe is an outstanding public servant; someone you think is worthy to be called a Lingkod Bayani?

The Civil Service Commission (CSC) is now accepting nominations for the 2014 Search for Outstanding Public Officials and Employees.


The awards to be given are the highest and most coveted recognition given by the government to individuals or groups of individuals who have excelled or have shown utmost dedication and commitment to public service.

All officials in the career and non-career service of the government, including appointive barangay officials and employees recognized as government employees, may be nominated. Employees who are under job order or contracts of service are excluded from the coverage of the program.

The 2014 Search for Outstanding Public Officials and Employees forms part of CSC’s Honor Awards Program (HAP), and has three award categories.

The Presidential Lingkod Bayan Award is conferred to an individual or group for exceptional or extraordinary contributions that had nationwide impact.

The Outstanding Public Officials and Employees or the Dangal ng Bayan Award is conferred to an individual for performance of extraordinary act or public service and consistent demonstration of exemplary ethical behavior on the basis of his/her adherence to the Code of Conduct and Ethical Standards for Public Officials and Employees.

The CSC Pagasa Award is given to an individual or group of individuals for outstanding contributions that directly benefit more than one department of the government.

To promote and strengthen teamwork, the CSC strongly encourages group/team nominations.

Any individual or organization with extensive knowledge of the outstanding work performance and/or exemplary ethical of certain public servants may nominate an individual or group of individuals for a specific category in the Honor Awards Program.

Deadline for submission of nominations for all award categories to any CSC provincial/field or regional office is March 31, 2014.

How is Fair Use applied to these plans?

For both the My SuperSurf Plans and MySuperPlan All Unli Combo Plans, the Unlimited Mobile Surfing feature is normally used for emailing, browsing and base search activities. By design, this offer is not intended for file sharing software and downloading files in large format like music, videos, and movies (users of peer-to-peer/torrent applications). In case a customer uses the product other than its intent, the customer might experience slow browsing.

In an effort to optimize the mobile surfing experience for the majority of Globe subscribers and offer a great customer experience to all users, Globe reserves the right to slow data speeds of the top 5% of data users at high traffic and highly congested times. The vast majority of users will never experience these slowed surfing speeds and even those that fall within the top 5% will be slowed by the smallest margin possible and only when the system is overtaxed. With this policy, all users will have access to the internet and only those that heavily strain the network on a regular basis will have limited surfing speeds.


Subscribers who are surfing via the "P5 for 15 minutes of surfing" scheme are not subject to this Acceptable Terms Fair Use Policy, as well as subscribers using promos other than Unlimited Mobile Surfing offered under the SuperSurf Plans and the MySuperPlan All Unli Combo Plans.


How will I know if the Fair Use Policy is being applied to me?

When a subscriber is subject to the Fair Use Policy, Globe will send a notification to the subscriber via SMS.

What will happen if I have heavy usage requirements?

The Globe network has been built to support its subscribers' usage within the standard browsing practices for handsets. If a subscriber's browsing speeds have been slowed due to this Fair Use Policy, the subscriber is likely using his or her phone for activities that are outside of the recommended browsing practices. If a subscriber has heavy usage requirements that would subject him or her to this Fair Use Policy, Globe recommends that the subscriber uses other means to access this information.
