EXECUTIVE ORDER NO. 66 #walangpasok Guidelines

EXECUTIVE ORDER NO. 66

PRESCRIBING RULES ON THE CANCELLATION OR SUSPENSION OF CLASSES AND WORK IN GOVERNMENT OFFICES DUE TO TYPHOONS, FLOODING, OTHER WEATHER DISTURBANCES, AND CALAMITIES

WHEREAS, it is a declared policy of the State to uphold the people’s constitutional rights to life, health, safety and property and to promote the general welfare of its people at all times, especially during disasters and calamities;

WHEREAS, it is likewise the declared policy of the State to institutionalize the policies, structures, coordination mechanism and programs on disaster risk reduction from national down to local levels; recognize the local risk patterns across the country and strengthen the capacity of Local Government Units (LGUs) for disaster risk reduction and management through decentralized powers, responsibilities, and resources at the regional and local levels;

WHEREAS, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) is the agency of the government mandated to observe and report the weather of the Philippines and specified adjacent areas, and to issue forecasts and warnings of weather and flood condition affecting national safety, welfare and economy;

WHEREAS, the National Disaster Risk Reduction and Management Council (NDRRMC) is a government entity mandated to establish a national early warning and emergency alert system to provide accurate and timely advice to national or local emergency response organizations and to the general public through diverse mass media; and recommend to the President the declaration of a state of calamity in areas extensively damaged; and

WHEREAS, there is a need to streamline the procedure in the suspension of classes and work in government offices in times of typhoons, floods and other disasters or calamities to spare the pupils, students, government workers and the general public from unnecessary dangers to their lives and limbs.

NOW, THEREFORE, I BENIGNO S. AQUINO III, President of the Philippines, by virtue of the powers vested in me by law, do hereby order;

Section 1. Automatic Cancellation or Suspension of Classes and Work in Government Offices, The following guidelines shall be followed for the automatic cancellation or suspension of classes in all public and private elementary, secondary and tertiary schools, as well as work in all government offices:

a. When Signal No. 1 is raised by PAGASA, classes at the pre-school level, in the affected area, shall be automatically cancelled or suspended.

b. When Signal No. 2 is raised by PAGASA, classes at the pre-school, elementary and secondary levels, in the affected area, shall be automatically cancelled or suspended,

c. When Signal No. 3 or higher is raised by PAGASA, classes at pre-school, elementary, secondary, and tertiary levels, in the affected area, including graduate school, as well as work in all government offices, shall be automatically cancelled or suspended.

The PAGASA shall issue weather forecasts through various media outlets (radio and television), and the NDRRMC, not later than 10:00 PM of the previous day and 4:30 AM of the day of the intended cancellation of classes and work. In cases where there are classes and work in the morning and suspension of classes and work is only effective in the afternoon, PAGASA should issue the forecast not later than 11:00 AM of the said day.

Section 2. Localized Cancellation or Suspension of Classes and Work in Government Offices. In the absence of typhoon signal warnings from PAGASA, localized cancellation or suspension of classes and work in government offices may be implemented by local chief executives, as chairmen of the Local Disaster Risk Reduction and Management Council (LDRRMC) concerned, in coordination with PAGASA and the NDRRMC, specifically in flood-prone or high risk areas.

Announcements will be made not later than 4:30 AM of the day of the intended cancellation of classes and work, or not later than 11:00 AM for suspension of work and classes in the afternoon session, through diverse mass media, particularly radio and television, landline communications and other technologies for communication within the community or locality.

Section 3. Cancellation or Suspension of Classes and Work in the Government During Other Calamities. Classes in all levels in both public and private schools as well as work in the government offices may be cancelled or suspended in areas affected by disasters or calamities other than typhoons, such as but not limited to floods, earthquakes, tsunami and conflagration, upon the declaration by the President of a State of Calamity based on the recommendation of the NDRRMC.

The concerned Local Disaster Risk Reduction and Management Office (LDRRMO) headed by the local chief executive shall be responsible for announcing the suspension of classes and work in the government offices in the affected areas in coordination with the NDRRMC, through all forms of mass media available under the circumstances.

Section 4. Maintenance of Work Force. In the event of cancellation or suspension of work in government offices due to any of the foregoing circumstances, the following government agencies, particularly those directly involved in disaster risk reduction and management, shall maintain the operations of their respective offices to ensure the continuity of the delivery of services to the public:

a. Office of the Executive Secretary

b. Department of National Defense

c. Department of the Interior and Local Government

d. Department of Social Welfare and Development

e. Department of Science and Technology

f. Department of Health

g. Department of Public Works and Highways

h. Department of Education

i. Other agencies whose operations the President or the NDRRMC may deem necessary.

The Heads of Offices of the foregoing agencies shall determine which of their respective divisions or units, particularly those related to disaster risk reduction and management, shall maintain its operations.

Section 5. Report to the President. The NDRRMC chaired by the Secretary of National Defense shall immediately inform the Office of the President, through the Executive Secretary, of the cancellation or suspension of classes and work in government offices in the affected areas.

Section 6. Concurrent Authority. The Office of the President, through the Executive Secretary, shall have concurrent authority with the NDRRMC to cancel or suspend classes and work in government offices in the affected areas.

Section 7. Repeal. All issuances, orders, rules and regulations or parts thereof, inconsistent with this Executive Order are hereby repealed, amended or modified accordingly.

Section 8. Effectivity. This Executive Order shall take effect immediately.

PAGASA WEEKLY OUTLOOK for #Habagat

Today, Typhoon "ODETTE" was located based on all available data at 220 km east of Basco, Batanes (19.9°N, 124.2°E) with maximum sustained winds of 205 kph near the center and gustiness of up to 240 kph. It is forecast to move west northwest at 19 kph. Cagayan including Calayan, Batanes and Babuyan group of islands, Apayao and Ilocos Norte will experience stormy weather with rough to very rough seas. Northern Aurora, Ilocos Sur, La Union and the rest of Cagayan Valley and Cordillera will have rains with gusty winds with moderate to rough seas. Western Visayas and the provinces of Occidental Mindoro and Palawan will experience cloudy skies with moderate to occasionally heavy rains and thunderstorms which may trigger flashfloods and landslides. Metro Manila and the rest of Luzon and of Visayas will have cloudy skies with light to moderate rainshowers and thunderstorms. Mindanao will be partly cloudy to cloudy with isolated rainshowers or thunderstorms.

By Saturday evening (September 21), Typhoon "ODETTE" is expected to exit the Philippine Area of Responsibility (PAR). However extreme Northern Luzon is still affected by the Typhoon and will continue experience strong winds with scattered moderate to occasionally heavy rainshowers and thunderstorms. The Southwest Monsoon enhanced by Typhoon "ODETTE" will bring moderate to occasionally heavy rains and thunderstorms over Western Visayas and MIMAROPA while CALABARZON, Bicol Region and the rest of Visayas will have light to moderate rains and thunderstorms.

By Sunday (September 22), the Southwest Monsoon will continue to bring moderate to occasionally heavy rains and thunderstorms over Western Visayas, MIMAROPA and Metro Manila while CALABARZON, Bicol region and the rest of Visayas will have light to moderate rains and thunderstorms. The rest of Luzon will have partly cloudy skies with isolated rainshowers or thunderstorms. This weather condition will continue up to the duration of the outlook period (September 26).

Mindanao will be partly cloudy to cloudy with isolated rainshowers or thunderstorms throughout the duration of the outlook period (September 20-26).

This outlook will be updated as soon as significant changes in the weather pattern occurs.

SEVERE WEATHER BULLETIN NUMBER FOURTEEN
TROPICAL CYCLONE WARNING: TYPHOON “ODETTE” (USAGI)
(5:00 pm, 20 September 2013 )

Typhoon “ODETTE” has maintained its strength and continues to threathen extreme Northern Luzon.

Location of eye/center: At 4:00 PM today, the eye of Typhoon “ODETTE” was located based on all available data at 220 km East of Basco, Batanes (19.9°N, 124.2°E).

Strength: Maximum sustained winds of 205 kph near the center and gustiness of up to 240 kph.

Movement: Forecast to move West Northwest at 19 kph.

Forecast Positions: Typhoon “ODETTE” is expected to be at 180 km Northwest of Basco, Batanes by tomorrow afternoon. By Sunday early morning, it is expected at 390 km West Northwest of Basco, Batanes or outside the Philippine Area of Responsibility (PAR)






Signal #4 (Winds of more than 185 kph is expected in at least 12 hrs): Batanes Group of Islands.

Signal#3 (Winds of 101-185 kph is expected in at least 18 hrs): Calayan and Babuyan Group of Islands.

Signal#2 (Winds of 61-100 kph is expected in at least 24 hrs): Cagayan, Apayao and Ilocos Norte.

Signal#1 (Winds of 30-60 kph is expected in at least 36 hours): Abra, Kalinga, Isabela, Northern Aurora, Quirino, Nueva Vizcaya, Benguet, La Union, Ilocos Sur, Mt. Province and Ifugao.

• Estimated rainfall amount is from 10 – 20 mm per hour (heavy-intense) within the 900 km diameter of the Typhoon.
• Residents in low lying and mountainous areas under signals #4, #3, #2 & #1 are alerted against possible flashfloods and landslides. Likewise, those living in coastal areas under signal #4, #3 and #2 are alerted against storm surges.
• “ODETTE” will continue to enhance the Southwest Monsoon that will bring moderate to occasionally heavy rains and thunderstorms over the western sections of Southern Luzon and Visayas. Residents in these areas are advised to be alert against flashfloods and landslides.
• Sea travel is risky over the seaboards of Luzon and Visayas.

#OdettePH has intensified into a Typhoon

Tropical Cyclone Warning: Typhoon "ODETTE" (USAGI)
Issued at 11:00PM, 18 September 2013

“ODETTE” has intensified into a Typhoon as it continues to move in the general direction of Northern Luzon.

Location of eye/center: At 10:00 PM today, the center of Typhoon “ODETTE” was estimated based on all available data at 700 km East of Tuguegarao City (17.5°N, 129.3°E).

Strength/Movement: Maximum winds of 120kph near the center and gustiness of up to 150kph. Forecast to move West at 13 kph.

Forecast Positions: Typhoon “ODETTE” is expected to be at 440 km East of Tuguegarao City by tomorrow evening and at 190 km Northeast of Aparri, Cagayan or at 190 km Southeast of Basco, Batanes by Friday evening. By Saturday evening, it is expected to be at 120 km Northwest of Basco, Batanes or at 100 km South of Taiwan.

PSWS #1 (Winds of 30-60 kph is expected in at least 36 hours) over Isabela and Cagayan including Calayan and Babuyan Group of Islands.

Estimated rainfall amount is from 15 – 20 mm per hour (heavy - intense) within the 500 km diameter of the Typhoon.

“ODETTE” will continue to enhance the Southwest Monsoon that will bring moderate to occasionally heavy rains and thunderstorms over the provinces of Zambales, Bataan, and Mindoro. Residents in these areas are advised to be alert against flashfloods and landslides.

Sea travel is risky over the seaboards of Occidental Mindoro & Palawan and over the eastern seaboard of Luzon and of Visayas.

The public and the disaster risk reduction and management council concerned are advised to take appropriate actions and watch for the next bulletin to be issued at 5AM tomorrow.

Tropical Storm "#ODETTEPH" has intensified further as it remained almost stationary.

At 4:00 PM today, the center of Tropical Storm"ODETTE" was estimated based on all available data at 770 km East of Tuguegarao City (17.5°N,130.0°E) with maximum sustained winds of 105 kph near the center and gustiness of up to 135 kph. It is forecast to move West at 7 kph. Southwest Monsoon affecting Central and Southern Luzon, Visayas and Mindanao.

Estimated rainfall amount is from 15 - 20 mm per hour (heavy-intense) within the 500 km diameter of the Tropical Storm. 

"ODETTE" " is expected to enhance the Southwest Monsoon that will bring light to moderate rains and thunderstorms over the western sections of Central and Southern Luzon, Visayas and Mindanao.

Sea travel is risky over the seaboards of Occidental Mindoro and Palawan. 

The public and the disaster risk reduction and management council concerned are advised to take appropriate actions and watch for the next bulletin to be issued at 11 PM today.
